The Registrar for NTC, Dr. Christian Opoku-Addai spoke extensively about the new date and pass mark for the 2023 licensure exams including the other matter arising matters from the public domain.
Speaking on the Talking Point show on GTV today, 25th June 2023, issues surrounding the NTC exams were addressed to the core.
On the show, the discussant, Prof. Samuel A. Atintono (Principal of Accra College of Education) said the teachers who didn’t pass the NTC exam will not step into the classroom.
Speaking on the fate of the prospective teachers after the re-sitter’s released performance, he said the licensure exam is a check on teachers before they get employment therefore, they must pass before getting employment from either the Public or Private sector schools both home and abroad.
Gearing the discussion towards reasons behind the giant failure, Prof. Samuel A. Atintono said “The university uses their own curriculum” to train teachers. They do not follow what NTC instructed training institutions to use as a standard curriculum to train teachers.
However, the discussants did not attribute the failure to the Curriculum and Universities. They said stakeholders among other relevant giants for education will find out and see how best they will address the emanated challenge.
Dr. Christian Opoku Addai disclosed that the College of Education over the years has a track record of high pass rate and low pass rate. Their failure rate is less than 30% since the inception of the NTC exams.
The Distance and Sandwich students are known for recording poor performance, he added.
Clarifying the category of teachers who failed the exams, Dr. Opoku Addai said they are “prospective teachers” not professional teachers in the classroom.
According to their discussion, the literary exams help teachers to communicate better and more effectively therefore they urged trainees to desist from saying “Why should I write a numeracy as a trained English Language teacher, etc”

Further, the Registrar said per the medium of instruction for teaching, English Language is used from Upper Primary through to JHS therefore there is a need to test prospective teachers before they get posted.
The pedagogical paper is to check if the teacher can teach the subject area they have been trained.
The Registrar said they are not responsible for releasing the circulating scripts. The Chief Examiners attached some scripts evidence to their report.
The controversial topic “NTC New Pass mark” was also touched on. It was disclosed that the new pass mark will be “70%” starting from the September 2023 exams.
According to Dr. Opoku Addai, the Council will make an official publication on how and when to register for the 2023 September NTC exam in no time.
The cry of many trainee teachers was addressed.
The discussants disclosed that if the need arises, they will factor NTC exams into the curriculum of teacher training institutions but for now, it will be sat for after finishing the 4-years programme on campus.
Further, Dr. Addai added that the Council will announce the new threshold that a prospective teacher will be allowed to reach for writing the exams.
Explaining specialization, Mr. Atintono said areas to be tested will be General, Level-based pedagogy, & Specialism (Early grade, Primary, and JHS).
The increased pass mark is to “maintain standard”, Dr. Addai stated.
Talking about indexing, he said the said exercise should have been done for teacher trainees back in college before they set out to do their Service but as it stands, the colleges have been instructed to fast-track the indexing process before registration commences in September, 2023.
The Registrar of NTC cleared the aired emphatically that he is not aware of the viral indexing letter directing to make payment. NTC did not authorize anyone to make payment of GH¢50 to Prudential Bank as registration.
The licensure exam is to “check standards,” Mr. Atintono stated.
Finally, Dr. Opoku Addai added that materials to learn for the NTC exams will be prepared by some academicians to assist students in no time.
