CPD allowance is not for ASPED; it was negotiated for teachers -Teacher Unions clarify

The Teacher Unions (GNAT, NAGRAT, and CCT-GH) have clarified that the Continuing Professional Development (CPD) allowance is specifically designated for teachers and not for the Association of Service Providers in Education (ASPED).

In the official release from the Teacher Unions, they spelt out the main purposes behind the negotiation of the Continuous Professional Development Allowance (CPDA).

In the joint release from the Teacher Unions, it was stated that the Continuing Professional Development Service Providers (CPD-SPs), who they believe are attempting to dictate how teachers should utilise their Continuous Professional Development Allowance (CPDA), are not authorised to control the allowance usage and that their attempt to gag union concerns is unacceptable.

The release listed the purposes of negotiating the CPDA for teachers.

Full release dated Tuesday 22nd July, 2025 from the Teacher Unions reads:

UNIONS POSITION ON THE ASSOCIATION OF SERVICE PROVIDERS IN EDUCATION (ASPED) PETITIONS TO THE OFFICE OF THE PRESIDENT

The Teacher Unions are in receipt of a copy of a petition to the Office of the President, raising a number of issues about the current Teacher Professional Development (CPD) dispensation.

  1. We are appalled that these Continuous Professional Development Service Providers (CPD-SPs) chose to resort to the Office of the President when they had not exhausted other administrative processes through the National Teaching Council and the Minister of Education. This top-down approach, which some people try to use in their attempt to use political connections to sidestep due process, is highly unacceptable and should not be entertained at all.
  2. We are concerned that these CPD-SPs have decided to target the Continuous Professional Development Allowance (CPDA) for teachers as a vehicle to enrich themselves. They claim of inefficient use of the CPDA by the teachers without providing reasonable basis for such wild claim, thus, trying hard to give a dog a bad name in order to hung it.

We wish to state categorically that these CPD-SPs are hangers-on who do not know the genesis of the CPDA and the basis for its inclusion in the Collective Bargaining Agreement for teachers. We did not negotiate the CPDA to create business for such persons whose ultimate aim is to make money out of the teacher.

i. Enroll for further Studies

ii. Access CPD trainings

iii. Acquire relevant books and reference materials

iv. Acquire resources such as data, smartphones, laptops, and fees to access online materials

v. Commute for training programmes

vi. Refresh themselves during professional learning community (PLC) programmes

vii. Pay for their professional license and registration

Teachers do not owe ASPED any accountability on the use of their allowances. Their posturing in this matter is therefore unacceptable.

We negotiated the CPDA to enable teachers apply it to build their capacity. For purposes of education, we wish to let ASPED know that the CPDA is to enable teachers, among other things:

  1. We are further appalled by the CPD-SPs attempt to gag the teacher unions from raising legitimate concerns on the implementation of the CPD programme by accusing unions of unnecessary interference in the programme. These CPD-SPs must know that they do not represent teachers and were neither part of the negotiation for CPDA nor the development of the CPD framework. These were the work of the GES, NTC and the teacher unions and they predate the emergence of these CPD-SPs.
  2. The Unions therefore call on the Honourable Minister and NTC to suspend any dealings with CPD-SPs, until all stakeholders are clear on the way forward regarding these CPD-SPs activities.
  3. The ASPED should be made to withdraw their petition and use appropriate administrative processes to address their issues.

Conclusion

We wish to reiterate that teacher unions negotiated the CPDA for teachers and no third-party so-called ‘ASPED’ was involved in the negotiations and cannot define how the allowance should be applied. We will therefore resist any attempt by any edu-business entity in the shape of ASPED to try in any way to direct how teachers and their unions apply the CPDA.
